Board & Governance

The WWLHIN is governed by a Board of up to nine directors who are selected by the Lieutenant Governor in Council and appointed through Order in Council. The Board is bound by agreements with the Ministry of Health and Long-Term Care, is responsible for the management and control of the affairs of the WWLHIN, and is the key point of interaction with the Ministry.

The Board is skills-based, drawing on local individuals with a variety of experiences and expertise. Board members are required to deal transparently with complex and sometimes controversial issues and to be constantly engaging the community in ongoing conversations. 

WWLHIN Board meetings are open to the public and take place at locations throughout the Waterloo Wellington area. The schedule is posted on the Calendar of Events page.

There are three standing committees of the Board: Governance, Finance and Audit, and the Nominating Committee.

Michael Delisle - Board Chair


Michael Delisle is the president and CEO of The Registrar Company Inc. and has also held the same position at consulting firm McCormick Delisle and Thompson Inc. as well as executive positions at KPMG, General Electric and ABB.  In his various roles, Michael has provided leadership, general and financial management, strategic planning, systems and operations integration and performance management. Michael began his career in Human Resources Management GE Canada in 1980 and has since held a variety of progressive positions within the private sector.  He is the past board chair of the Waterloo Wellington Community Care Access Centre, an organization that provides community home care, and advice and services that are covered by OHIP, the founder of the Guelph Quality Awards through the Guelph Chamber of Commerce and was a member of the Guelph Minor Hockey Board of Directors. Michael holds a Master of Business Administration and Bachelor of Arts from Wilfrid Laurier University.

Jeff Nesbitt 

Jeff Nesbitt is the Vice President for the Canadian Men’s Health Foundation (CMHF) working with a national team to help men and their families live healthier lives. Jeff's role is to drive and deepen national engagement with stakeholders, government, corporations, health care associates and non-profit organizations. Jeff has spent 20 years helping organizations with strategy, technology and innovation to enable growth in a wide variety of organizations spanning many sectors from NFP entities to Fortune 500 companies. Jeff has a management certificate from Conestoga College, an H.BA from the University of Waterloo in Economics and Computer Science, an MBA from Wilfrid Laurier University and a Professional Certificate in Innovation & Entrepreneurship from Stanford University..

Karen Coviello Scian 

Karen Coviello Scian (B.Sc., B.Ed, M.A), is the CEO of Habitat for Humanity Waterloo Region. Previously, Karen was a professor in the business school at Conestoga College, where she delivered courses in social innovation, leadership, entrepreneurship, and effective civic engagement. In 2014, she launched The TALENT Business Solutions, a local start-up focused on increasing the organizational capacity of municipalities, not-for-profits, and small businesses. She served as a Waterloo City Councillor from 2006 to 2014. She is currently the Chair of the Board at the Waterloo Public Library.

Kithio Mwanzia

Kithio Mwanzia is the President and CEO of the Guelph Chamber of Commerce. Kithio has spent several years in a variety of capacities as a communications, government relations and management professional. He has developed thorough knowledge of working with member driven organizations having served in various capacities throughout the Chamber network. He has extensive knowledge working with business, government and community. Kithio is a recipient of the Guelph Mercury Top 40 Under 40 Achievement Award, the Business Link Top 40 Under 40 Business Achievement Award and the David Betzner Award for Volunteer Service.

Peter Sweeney

Peter Sweeney, a well-known community leader with 16 years of experience in the health care sector, is currently the CEO of the YMCAs of Cambridge, Kitchener and Waterloo. Mr. Sweeney holds a Bachelor of Arts from the University of Waterloo and an MBA from Wilfrid Laurier University. He is an active community member having served as past member and President of the Rotary Club of Kitchener Conestoga. Currently, Mr. Sweeney sits on Conestoga College’s Public Relations Degree program Advisory Committee, and is a member of Capacity Canada’s Social Innovators Group.

Rita Westbrook

Rita Westbrook is a retired Superintendent of the Waterloo Regional Police Service with over 30 years of law enforcement experience. Ms. Westbrook completed the Conestoga College Police Studies program in 1980, holds a Bachelor of Arts in Sociology from Wilfrid Laurier University, and attended the FBI Academy at the University of Virginia. She is an active member of the local community having sat on numerous boards, including, Director and Past Chair of the Cambridge Memorial Hospital Board of Directors and United Way of Cambridge and North Dumfries and past president of the Rotary Club of Cambridge Sunrise.

William Jamieson (Jim) Harper

Jim Harper is a long-standing leader in the local private sector having sat on Not-for-Profit and Private Company Boards. Mr. Harper was a partner for over 30 years with two National Public Accounting Firms. Currently, he is Director of Marketing and Client Development at Rae Lipskie Investment Counsel Inc. Mr. Harper holds a Bachelor of Arts from the University of Western Ontario and received his CA Designation from the Institute of Chartered Accountants of Ontario in 1974 and his FCA in 1997. He has served on many public boards, including, Chair of the Ontario Chamber of Commerce, Vice-Chair of the University of Waterloo Board, Chair of the Cambridge and North Dumfries Community Foundation and St. Marys Hospital Foundation and Founding Chair of the Kitchener-Waterloo Chamber of Commerce.

Janice Kopinak

Currently working as a part-time Global Health Consultant, Ms. Kopinak also has experience as a front-line public health nurse and a professor at the University of Toronto, McMaster University/Hamilton Health Sciences, and Conestoga College. She has an MHSC from McMaster University, a Msc. in Public Health from the University of Toronto, and is an emergency responder for the Canadian Red Cross. In addition to her professional work, Ms. Kopinak has also published on topics relevant to global and mental health, is an active community volunteer having served on the Board of Guelph General Hospital, and currently on the University of Guelph Research Ethics Board, and more. 

 

Decision Making Framework Toolkit

Local Health Integration Networks (LHINs) are mandated to plan, integrate and fund health services in Ontario across the continuum of care while engaging communities in setting local health service priorities. In addressing this mandate, LHINs are faced with setting priorities and making decisions about how best to meet community health needs in the context of competing system goals, multiple stakeholder interests and limited resources. In order to do this, all LHINs apply frameworks to support priority setting and decision making in a variety of contexts, such as approving health programs and services, allocating or reallocating funding to health service providers (HSPs), and setting planning priorities.

This priority setting and decision making framework toolkit addresses the identified system need by describing a consistent framework with clear, understandable criteria that all LHINs should use to support all priority setting and decision making.
